I got a reply back from CODOT about the motorcycle accident statistics I called into question a while ago.
Sorry for the delay in responding.  I needed to do some additional research.  The 80% at-fault statistic does include both single-vehicle and multi-vehicle crashes.  The at-fault designation is determined by law enforcement crash investigators at the scene. [...]

Somebody forwarded me a copy of an article from the February issue of American Motorcyclist.  It seems that Congress has finally decided to fund a new study on motorcycle safety – the last good study was the “Hurt Report”, released back in 1981 and conducted by a gentleman named Harry Hurt from USC.
